Is it logical to provide 100% coverage for infertility to those that are Medi Cal?

GodBlessAmerica asked:

I was doing research on different insurance programs as I am pregnant and want to make sure I have good coverage thru my husbands employer for the hospital stay. Well I came across some articles that were discussing how California’s Medi cal provides 100% coverage for infertility treatments! If the person on it can’t even afford to pay for themselves and depend on us, how is it okay to help them have babies that we will be footing the bill for?

Because most people on Medical are rich and only use it fraudulently to milk the system, as reported in the LA times a few years ago when an illegal mexican mother of 5 got fertility treatment and got pregnant with triplets, for free when struggling families who are childless can’t afford the treatment on their own dime. Then she’ll just up her food stamp and other benefits too.
